I travel to Victoria a lot and I've stayed at many hotels in the Downtown area. I like Harbour Towers as it's clean and nice. The harbour view rooms offer a great view. Be sure to book a harbour view room if you can afford to pay a bit extra.

I've stayed here about 3 times. Twice I got a very good room and really enjoyed it. On my third and last time ever staying here I had a very bad room. The room was right outside their air duct vents and was very noisy. There was no airconditioning and it got very hot. Every time I turned on the ceiling fan it got very noisy as the fan was rickety.
However, on my first two stays I got a great room around the 11th floor overlooking the Harbour and I could see the seaplanes take off and landing.
So, I give this place 3-star rating.
